COUNCIL MINUTES NOVEMBER 25, 1996
Sanitary Sewer Area Charge
Water Main Area Charge
$1,983 per acre
$2,114 per acre
Additional connection fees will be charged as properties develop.
Mr. Ahrens presented the proposed schedule for the project as follows:
Public Hearing
Council Orders Project
Council Approves Plans
Council Authorizes Ad for Bids
Bid Opening
Council Awards Bid
Construction Begins
Substantial Completion
November 25, 1996
November 25, 1996
January 23, 1997
February 18, 1997
February 13, 1997
February 24, 1997
April 7, 1997
June 2, 1997
Mr. Ahrens pointed out that the project could not be ordered at this meeting due to the absence of
two Council members. However, he indicated that a brief delay of the project should still keep
completion within two weeks of schedule.
Mayor Landers asked who petitioned against the project. Mr. Ahrens stated that the property
owners are the Skoglunds.
Mr. Wessel indicated that the overall intent of this project is to respond to the needs of area
property owners as well as the City Council's commitment to commercial economic development
as a priority. The subject area is predominately zoned commercial, and this is an effort to extend
utilities to make development possible in 1997.
Council Member Bergeson asked if the homes on Marchan Lane are out of the subject area. Mr.
Ahrens responded yes. Mr. Wessel pointed out that the Funkhauser property, although on
Marchan Lane, is also out of the area.
Mayor Landers opened the public hearing at 8:32 P.M.
Ron Solfest, 162 Egreet Lane asked where replacement funding would come from should certain
property owners opt out of the assessment process. Mr. Ahrens explained that those who could
opt out of the assessment process represent a very minimal amount of the overall funding source.
Additionally, unit charges would account for additional funds as development occurs.
