COUNCIL MINUTES DECEMBER 16, 1996 <br />of 2,025 square feet of increased boarding facility. The additional pole barn construction and <br />the expanded boarding facility are both allowed by conditional use permit only. <br />Ms. Wyland explained that the proposed facility has been reviewed by the Planning and <br />Zoning Board, and that it meets all of the requirements of the review. She added that the <br />Planning and Zoning Board recommended approval of this request with the following <br />conditions: <br />1. That proper building permits be acquired prior to any construction. <br />2. That no additional construction of pole barn nature be allowed on this site. (There is a <br />future expansion proposed for some time in the future, and that construction would have <br />to be wood frame with exterior treatment in compliance with the zoning ordinance.) <br />3. That the boarding for up to 100 animals be allowed on the site. (Currently Dr. Scanlan <br />has facilities for approximately 58 animals, so the increase would be 42 spaces.) <br />4. That the City Forester review and approve the landscaping plan. (A revised landscaping <br />plan has been requested along with the final plans for the realigned Otter Lake Road, as <br />access to this facility will be effected.) <br />5. That the Community Service Officer review final building plans prior to issuance to any <br />building permits for CPTED compliance. <br />6. That drainage and utility plans be reviewed and approved by the City Engineer. <br />7. That access drives and parking areas be reviewed and approved by the City Engineer and <br />that handicapped parking comply with the ADA requirements. <br />Mr. Wessel pointed out that this project represents an example of cooperation between the <br />City and property owner. Dr. Scanlan's site will eventually be rearranged so that another <br />addition can be constructed which would reorient the entrance to his facility. According to <br />Mr. Wessel, this should represent a considerable upgrade to the entire site. He added that <br />Economic Development strongly recommended approval of this project. <br />Mayor Landers asked about the future entrance, as on the visual aid it is shown to be through <br />an existing pond. Mr. Ahrens explained that the future driveway would actually be <br />immediately north of the pond, and that reconfiguration and design would be necessary to <br />accommodate the wetlands in that area and make the access and parking site usable. <br />Mr. Wessel indicated that in most cases landowners are afforded the opportunity to choose; <br />however, in some cases the City has the option of mitigating some of the wetlands, and the <br />Rice Creek Watershed has given its conceptual approval in this case. Mr. Ahrens added that <br />Rice Creek Watershed would take drainage into consideration as these options are reviewed. <br />Council Member Lyden asked if regulation exists as to a limit on the number of animals such <br />a facility can accommodate. Ms. Wyland explained that the Zoning Ordinance and Dog <br />Ordinance dictates only that a commercial facility have a conditional use permit. There is no <br />cap on the animal population. She added that Dr. Scanlan provides animal control service for <br />Lino Lakes and surrounding communities. <br />Council Member Lyden asked if the proposed facility is consistent with others within the <br />area. Ms. Wyland indicated that it is not unusual in terms of its size. <br />16 <br />
