• <br />COUNCIL MINUTES FEBRUARY 24, 1997 <br />Council Member Bergeson moved to approve the request to amend the City's Comprehensive <br />Plan to include Century Farms Development within the MUSA which included 99.9 gross/48.4 <br />net acres located north of Lilac Street between Sunset Road and Fourth Avenue, and including <br />the four lots on Lilac Street and Laurie Avenue as approved by the Planning and Zoning Board at <br />the January meeting; with a financing plan for the traffic signal at the northbound ramp of I -35W <br />and CSAH 23. Council Member Neal seconded the motion. Motion carried with Council <br />Member Lyden voting no. <br />Mayor Landers announced that he will excuse himself from the meeting at this time and called <br />for a recess at 7:08 P.M. Mayor Pro Tem Bergeson called the meeting back to order at 7:21 P.M. <br />CONSIDERATION OF RESOLUTION NO. 97 - 23, SUPPORTING ANOKA COUNTY <br />REGIONAL PARK TRAIL SYSTEM, MARTY ASLESON <br />Mr. Asleson explained the proposed resolution supports Anoka County's effort in establishing a <br />multi -use trails in the regional park from Aqua Lane north to the Wargo Nature Center, along the <br />west side of George Watch Lake, through the national Trail Grant Program. He noted the City <br />has also asked Anoka County for their support of the City's grant request. <br />Council Member Kuether moved to adopt Resolution No. 97 - 23. Council Member Neal <br />• seconded the motion. Motion carried unanimously. <br />• <br />Resolution No. 97- 23 can be found at the end of these minutes. <br />CENTENNIAL FIRE DISTRICT REPORT, CHIEF BENNETT <br />Presentation of the 1996 Annual Report - Fire Chief Bennett presented the Centennial Fire <br />District 1996 Annual Report. He explained the highlights for 1996 including safety education at <br />four (4) elementary schools and the topics covered with students in conjunction with the Police <br />Department. Fire Chief Bennett reported on the National Night Out activities which provided an <br />opportunity to talk with residents. He reviewed the types of classes and programs presented and <br />made available to residents of Lino Lakes. Fire Chief Bennett informed the Council about the <br />involvement with the Anoka County Juvenile Task Force and the third annual Safety Camp. <br />Fire Chief Bennett explained that, for the first time, they worked with the Lino Lakes Citizen <br />Academy to conduct a five-week program to explained the roles of the Fire and Police <br />Departments. Twelve people participated in this program last year and they plan to offer it again <br />this year. He reviewed the types of inspections conducted at 216 commercial businesses and <br />plan review of new buildings. <br />Fire Chief Bennett reviewed types of in-house personnel training which they believe to be critical <br />to the success of firefighters. He also commented on several management classes which were <br />hosted on leadership. Fire Chief Bennett explained the total calls for 1996 increased to 889 from <br />729 calls in 1995, which represents an increase of 18%. Ile commented on the carbon monoxide <br />Page 5 <br />
