SPECIAL COUNCIL MEETING APRIL 3,1997 <br />Metropolitan Council is projecting no significant changes in the highway transportation <br />system but they will be working on a mass transit program such as light rail. <br />Metropolitan Council expects traffic to increase at a rate of 7% per year. They also expect <br />that some baby boomers will relocate outside of Minnesota after retirement. The housing <br />market is also expected to change because the population growth after the baby boomers <br />will be much smaller. The rapid growth in the housing market is expected to significantly <br />subside after the year 2010. <br />Kim Sullivan, director of the 20/20 Vision project asked if Metropolitan Council would <br />help Lino Lakes because it appears that Lino Lakes does not fit the mold of other outer <br />ring cities. Mr. Solem noted that Metropolitan Council is working with a computer <br />imaging and mapping process. This important tool is available to all communities who <br />are in the process of updating their comprehensive plans. He also suggested that Lino <br />Lakes could be used as a test pattern. <br />Council Member Lyden explained that Lino Lakes has a unique as well a a high quality <br />of life style. He noted that the Metropolitan C n. ura g more growth in the core <br />cities to lessen the impact on current cture. Metropolitan Council is <br />also encouraging all entities to s s - velop a single growth pattern. <br />Mr. Solem was asked a ment in the former Twin City Arsenal impacts Lino <br />Lakes. Mr. Soler p1 at ed development is planned including a mixture of <br />housing types. <br />Mr. Solem noted t t no one really understands the future economy. However, it is <br />expected that both downtown Minneapolis and downtown St. Paul will continue to be the <br />"hub" of employment growth. <br />Ms. Sullivan explained that the citizens should "drive" the vision for Lino Lakes. The <br />process should include the preparation of a comprehensive plan by the citizens and then it <br />should be presented to the Metropolitan Council for inclusion in the regional plan. <br />Mr. Solem noted that MUSA has always been a nightmare for everyone. Metropolitan <br />Council also wants every community to prepare their plan and then fit it into the regional <br />plan. There will be some friction, however, eventually everything will come together. <br />A Lino Lakes resident in the audience noted that Mr. Solem referred to an "adequate" <br />plan. What is an adequate plan? Mr. Solem said the Metropolitan Council wants an <br />indication that the City has looked at future development and has prepared a plan for that <br />Page 2 <br />
