COUNCIL MINUTES APRIL 14, 1997 <br />Council Member Bergeson moved to adopt Resolution No. 97 - 44. Council Member Neal <br />seconded the motion. Motion carried unanimously. <br />Resolution No. 97 - 44 can be found at the end of these minutes. <br />Consideration of Resolution No. 97 - 33, Order Preparation of Report on Improvements, <br />Lakes Addition Street Reconstruction - Mr. Ahrens stated this resolution orders the <br />preparation of a feasibility study to investigate the reconstruction of the streets in the Lakes <br />Addition area. The study will consider utility concerns, wetland impacts, road section and other <br />issues related to reconstructing the streets. Since this project relies heavily on the City Charter, <br />public informational meetings are planned to educate people on the Charter and the public <br />improvement process. <br />Mr. Ahrens stated pursuant to Minnesota Statutes, Chapter 429, and the Lino Lakes Charter, <br />Council is required to order the preparation of a report studying the proposed improvements. <br />Council Member Bergeson asked what the estimated cost of the feasibility study would be. Mr. <br />Ahrens replied approximately $20,000. <br />Mr. Schumacher noted the City Council did request the Charter Commission to submit a letter <br />indicating their support of this project. He read the letter received from the Charter which <br />indicated the Charter's support for this project. <br />Council Member Bergeson indicated appreciation to the Charter Commission for re -addressing <br />this issue for the Council. <br />Council Member Kuether moved to adopt Resolution No. 97 - 33. Council Member Neal <br />seconded the motion. Motion carried unanimously. <br />Resolution No. 97 - 33 can be found at the end of these minutes. <br />CONSIDERATION OF AND APPROVAL OF TRANSFER AND INDEMNIFICATION <br />AGREEMENT, FRIENDS OF THE PARK FOUNDATION, RANDY SCHUMACHER <br />Mr. Schumacher stated the Council will need to approve the Transfer and Indemnification <br />Agreement in order to accept a donation of equipment from the Friends of the Lino Parks <br />Foundation. The playground equipment listed in the agreement will be installed in Birchwood <br />Acres Park. The City has inspected the equipment and by the signing of the document, the City <br />agrees to accept all responsibility for the equipment. Mr. Schumacher stated the City's Attorney, <br />Mr. Bill Hawkins, has reviewed the document and recommends approval. <br />Mr. Schumacher expressed appreciation to the Friends of the Lino Parks Foundation as they are a <br />new organization and they have been very successful. <br />PAGE 10 <br />
