MINUTES MARCH 30, 1998 <br />Chris wanted to know why situations are not investigated thoroughly before the process is <br />begun on improvement projects. For instance, the City was on the fast track for <br />completion of the rerouted Otter Lake Road through the business park. Then Richard <br />Schreier entered the picture and the entire process was stopped pending the outcome of <br />Mr. Schreier's legal action.Then the City began the 21st Street improvement project and <br />this project was stopped until the City of Centerville made a decision to be included or <br />not be included in the project. Then the City began the Lake Drive utility extension <br />project. Then it was determined that other utility companies have sensitive and expensive <br />lines in the ground on the west side of Lake Drive proposed to be used for the sewer and <br />water utility lines. Now the project is stopped pending investigation of placing the utility <br />lines on the east side of the street. Chris asked why can't these questions be anticipated <br />and resolved before the City invests a lot of time and money into the project. Kim asked <br />that this question be dealt with at the end of the meeting. <br />Shoreview Utility Connection Update - John Bergeson noted that a lot of dollars will be <br />taken from the Area and Unit Charge Fund for some of the projects scheduled for <br />construction in 1998 and 1999. He asked if there is some way to determine how many <br />dollars will be coming into the fund because of construction in the next five (5) years. <br />Dave said that some residents and businesses along Lake Drive have already indicated <br />that they will hook up in the near future. He said he could make an educated estimate of <br />the income from hookups. Andy asked if some hookup charges will be used to pay the <br />City of Shoreview (Andy was referring to a situation where the City of Shoreview was <br />not notified of connections to their utility system). Kim explained that City consultants <br />are working on this matter and the information will be available about a week before the <br />meeting scheduled with the City of Shoreview on April 27, 1998. <br />SAC Refunds Update - The Sewer Availability Charge (SAC) fund was discussed. A <br />map was displayed that showed where SAC was paid and the City got a refund of the <br />SAC. There are approximately 880 properties involved. This matter will be discussed <br />further at the end of this meeting. <br />Village Development, Brian Wessel - Brian reviewed long term goals (Schedule "B"). <br />Chris asked when all the land available in the Clearwater Business Park is sold, what is <br />the potential number of businesses that can be located there. Brian explained that there is <br />a "trigger" mechanism that will allow expansion of the business park into the R -BR <br />district north of Main Street. He guessed that there could 15 more businesses located in <br />the business park south of Main Street depending on the size of the businesses. <br />Kim said that she was under the impression that TIF dollars could not be used for <br />industrial development. Mary Alice explained that TIF dollars can be used in a <br />redevelopment district. <br />PAGE 2 <br />
