COUNCIL WORK SESSION APRIL 8,1998 <br />This matter will be placed on the next work session agenda. <br />DISCUSSION OF SAC CHARGES REFUNDS, PETE KLUEGEL <br />Mayor Sullivan outlined the history on this matter. Mr. Ahrens presented a map showing <br />areas where SAC was refunded to the City. The map also outlined the areas where <br />sanitary sewer is proposed in the near future. <br />Three (3) options were presented: <br />1. City keeps all of the SAC that was refunded from Metropolitan Council <br />2. City refund the SAC to only the original owners of the property if the original <br />owner is still the owner <br />3. City refund the SAC to the current property owners if sanitary sewer is not <br />expected within the next 10 years <br />Council gave their opinions as follows: <br />Council Member Bergeson - Option No. 3 is useful ' fo do u really an option. <br />He suggested that staff determine who wants a r <br />Council Member Lyden - Option No. 2 if t : ers the original owner. If they want the refund they will also get some interest since 1991. <br />She also asked that staff get the City Attorneys opinion on this matter. <br />After considerable discussion, staff was directed to determine a reasonable rate of interest <br />to be paid on the SAC, obtain the City Attorneys opinion on the legality of the issue and <br />prepare a process to notify residents about the SAC refund. <br />YMCA (Y) UPDATE, BRIAN WESSEL/MARY ALICE DIVINE <br />The Y Committee met and discussed the commitment of the City to the Y project it was <br />noted that the Council had authorized staff to talk to the Y about providing the land only. <br />The Y had said that they needed additional commitments from the City to make this a <br />PAGE 2 <br />
