COUNCIL MINUTES April 13, 1998 <br />Council Member Bergeson moved to approve the Lakeland Bank, Apollo Drive Phase 3/Lake <br />Drive, Site Plan Review. Council Member Dahl seconded the motion. Motion carried with <br />Council Member Lyden voting no. <br />Consideration of a Motion to proceed with the City Hall, Early Childhood Center and <br />Police Department and Authorize Bonding in the Approximate Amount of $5,350,000.00 - <br />Ms. Vaske explained that at the Council Work Session on Wednesday, April 8, 1997, discussion <br />was centered on the Civic Center funding options. There seemed to be a consensus by the <br />Council to proceed on the project with the issuance of bonds of approximately $5,350,000, to be <br />paid by property taxes. The bonds will be issued when the conditions by Springsted are met, <br />which are: <br />1. That the City has the funds available and is willing to transfer those funds to the <br />construction fund. <br />Agree with the exception of repaying the water and sewer funds with proceeds <br />from sale of City property. <br />2. To determine if the Early Childhood Facility should be included in the bond. <br />Agree to free current Area and Unit funds for possible park land purchase. <br />3. Title to the land must be obtained with title insurance secure. <br />Bill Hawkins is currently addressing this issue. <br />4. Final agreement with the School District on the lease. <br />A signed lease agreement with the School District is on file. <br />5. Refine estimates for total costs and square footage of the facilities. <br />Brian Wessel is handling preparation of this information. <br />Ms. Vaske asked the Council to approve the motion to proceed with the Civic Complex as <br />presented, with the sale of bonds of approximately $5,350,000 to follow when all of the above <br />conditions are met. <br />Mr. Hawkins gave the Council an update of the land title situation, stating that the title from the <br />County has been acquired, although the land owner does have the right to appeal the decision <br />regarding compensation. The County was seeking title insurance which would be completed this <br />week. <br />8 <br />
