City of Centerville staff members present: City <br />Administrator, Jim March; City Clerk Ry-Chel Gaustad and Consulting Engineer's, Dave <br />Nyberg and Pil Bergem. <br />Mayor Wilharber introduced the Centerville City Council and staff and the Lino Lakes <br />City Council and staff. He explained that the purpose of the joint meeting was to discuss <br />upgrading 21st Avenue and the Lino Lakes/Centerville water interconnection. <br />Mr. March explained that the condition of 21st Avenue is a concern to adjacent <br />businesses. They have requested a "quick fix" for this situation. This concern plus the <br />need for both cities to work together to construct and maintain the street prompted the <br />request for a joint meeting. <br />Mr. March explained that he was happy to see the new convenience store at the corner of <br />I -35E and Main Street. This new business will draw commercial interest for both the City <br />of Lino Lakes and the City of Centerville. He suggested that a joint powers agreement for <br />construction and maintenance of 21st Avenue be completed as soon as possible and <br />construction started immediately so that it can be completed before winter. He also noted <br />the need for storm sewers in that area. <br />Mr. Powell explained that the Lino Lakes City Council has requested preparation and has <br />received a feasibility report. This report outlines street, curb and gutter and storm sewer <br />installation to service the entire corridor. Currently a temporary situation is under <br />construction. The street has been graded, the sub -base has been completed and <br />blacktopping is expected to begin tomorrow. Storm drainage has been routed so that the <br />area that previously drained into Centerville will continue to drain to Centerville and the <br />area that previously drained into Lino Lakes will continue to drain into Lino Lakes into a <br />ponding area. Mr. Ahrens continued the explanation of the storm sewer plan. Mr. Powell <br />suggested that both cities share in the cost of providing for storm drainage. <br />PAGE 1 <br />
