• <br />• <br />• <br />COUNCIL MINUTES July 27, 1998 <br />Council does have the final say. Council Member Neal asked if the letters must be submitted to <br />Ms. Anderson to be legal. Mayor Sullivan indicated the letters do need to be submitted to Ms. <br />Anderson. <br />Ms. Carlson stated that she will leave the letters with Ms. Anderson. She noted the letters are not <br />a legal petition. She stated that she does not want certain names thrown out because the proper <br />forms were not filled out. Mr. Hawkins stated that if the letters are to be part of the record, they <br />must be submitted to Ms. Anderson. Council Member Bergeson suggested a motion be made to <br />accept the letters and make them part of the record. Mayor Sullivan stated that Council may <br />accept the letters into the record and include them in the discussion of the Comprehensive Plan <br />Task Force meeting on Thursday, July 30, 1998. <br />Council Member Lyden stated he wanted a directive sent from the Council and the letters <br />accepted. <br />Council Member Bergeson stated that he would like to get up to speed regarding all details and <br />discussion before Council takes any action. <br />Council Member Lyden asked for a five (5) minute recess. <br />Mayor Sullivan made a motion to formally except the letters into the record and directed staff to <br />present the letters to the Task Force for their consideration. She thanked the citizens for their <br />input and stated the letters will be considered regarding all options at the Comprehensive Task <br />Force meeting on Thursday, July 30, 1998. Council Member Bergeson seconded the motion. <br />Motion carried with Council Member Dahl and Council Member Lyden voting no. <br />CITY ENGINEER'S REPORT, DAVID AHRENS <br />Consideration of Resolution No. 98 - 115, Accept Bids and Award Construction Contract, <br />1998 Wear Course and Trail Paving Project - Mr. Ahrens stated the sealed bids were received <br />and opened on Tuesday, July 21, 1998, for the 1998 Wear Course and Trail Paving project. <br />Council action is required to award a construction contract to the lowest responsible bidder. <br />Mr. Ahrens explained that the Council ordered the 1998 Wear Course and Trail Paving project <br />on June 22, 1998. On July 21, 1998, two (2) sealed bids were received and opened with the <br />following results: <br />North Valley, Inc. <br />Midwest Asphalt Corp. <br />Engineer's Estimate <br />$235,414.50 <br />$349,783.10 <br />$329,346.50 <br />The number of bids received represents the late bid timing for the 1998 construction season. The <br />bid by North Valley, Inc., is approximately 29% below the engineer's estimate. Mr. Ahrens <br />referred to a letter from the City's consulting engineer, OSM, Inc., recommending the award of <br />the construction contract to North Valley, Inc. <br />11 <br />
