• <br />• <br />COUNCIL MINUTES July 27,1998 <br />Resolution No. 98 - 119 can be found at the end of these minutes. <br />Consideration of Resolution No. 98 - 120, Transferring Funds from General Fund to Gas <br />Utility Fund for Closure - Ms. Vaske explained that in the late 1980's, the City was researching <br />the possibility of owning it's own gas utility. In 1997, it was decided to investigate the option of <br />collecting franchise fees from gas utilities other than Circle Pines. The City currently receives <br />about $40,000 a year from Circle Pines each year. <br />Ms. Vaske stated that because the City has changed its course, the fund should be closed since <br />there will not be an enterprise fund. The expenses to date are for legal help in exploring the <br />option of franchise fees. Since the franchise fees from Circle Pines have been deposited in the <br />General Fund, this seems the logical fund to transfer from. <br />Ms. Vaske noted this is a recommendation in the 1997 audit management report. <br />Council Member Lyden moved to adopt Resolution No. 98 - 120, as presented. Council Member <br />Neal seconded the motion. Motion carried unanimously. <br />Resolution No. 98 -120 can be found at the end of these minutes. <br />CONSIDERATION OF A CITY ADMINISTRATOR'S CONTRACT, DAN TESCH <br />Mr. Tesch referred to a press release that was dated on Friday, July 24, 1998. It stated that the <br />chosen candidate for the City Administrator's position had accepted another job out of state. A <br />meeting will be held on Thursday, July 30, 1998, to discuss other options regarding this position. <br />COMMUNITY DEVELOPMENT REPORT, BRIAN WESSEL/AL BRIXIUS <br />Consideration of Minor Subdivision, James Hill, 302 Hill Street - Mr. Brixius stated that <br />James and Janet Hill own the property at 302 Elm Street and would like to split the parcel into <br />two (2). The property is Zoned R-1 Residential, located within the MUSA Boundary and <br />serviced by City sewer and water off of Snow Owl Lane. The Hill's recently purchased Outlot <br />A, a 35' x 209' strip of property originally platted as a part of Wenzel Farms 3rd Addition. This <br />purchase has made it possible for them to connect the existing home to sewer and water. The <br />proposed subdivision would split the original parcel and Outlot A into two (2) lots as follows: <br />Parcel A (containing homestead) approximately 125 x 135 for 16,875 square feet. <br />Parcel B 101 x 125 for 12,625 square feet. <br />The City's Subdivision Ordinance, Section 1001.07 Design Standards Subdivision 10 provides <br />as follows: <br />
