COUNCIL MINUTES OCTOBER 12, 1998 <br />Consideration of Youth Resource Officer Contract -Mr. Tesch stated the Lino Lakes Police <br />Department and the Centennial School District have completed the necessary paper work for a <br />renewal of the Joint Powers Agreement for school year 1998/1999. The Joint Powers Agreement <br />was discussed at a previous work session. <br />School District Officials approved the Youth Resource Officer Agreement at their October 5, <br />1998, School Board meeting. <br />Staff recommended approval of the Joint Powers Agreement. <br />Mayor Sullivan clarified that the school does fund this position. It is not funded by the City. Mr. <br />Tesch stated the school does fund the position up to $20,000. <br />Council Member Neal moved to approve and sign the Joint Powers Agreement between the City <br />of Lino Lakes and the Centennial School District for the Youth Resource Officer Program for <br />school year 1998/1999. Council Member Dahl seconded the motion. Motion carried <br />unanimously. <br />COMMUNITY DEVELOPMENT REPORT, BRIAN WESSEL <br />Comprehensive Plan Update - Mr. Wessel stated last Saturday, October 10, 1998, the Vision <br />Bus Tour was held. The group met at City Hall for a half hour and discussed the Comprehensive <br />Plan process. They boarded a bus for a two (2) hour tour and ended up at The Village. Mr. <br />Wessel stated it was very enjoyable tour. He noted Ms. Wyland was 90% responsible for the <br />planning of the tour. He thanked her for a great job regarding the tour. <br />Mr. Wessel stated that the Planning and Zoning Board will hold a public hearing on the Plan, <br />Wednesday, October 14, 1998, 6:30 p.m. On Monday, October 19, 1998, there will be a special <br />Council meeting to discuss the Comprehensive Plan. Monday, October 26, 1998, the Council <br />will consider the Plan at their regular Council meeting. <br />Mayor Sullivan asked where the Plan is on the Planning & Zoning Board agenda. Mr. Mr. <br />Wessel explained that the Plan public hearing should begin approximately 7:30 - 7:45 p.m. <br />Mayor Sullivan asked if the public hearing has been posted so the Council may attend. Ms. <br />Anderson indicated the notice of the public hearing and the special Council meeting on Monday, <br />October 19, 1998, has been posted. <br />Council Member Bergeson asked if October 19, 1998, is a regular Council meeting. Mr. Wessel <br />stated it is a special Council meeting to discuss the Comprehensive Plan. <br />Consideration of Resolution No. 98 - 157, Accepting the Bids and Awarding Contract for <br />the Lilac Street Trunk Utility Improvements, Phase II, John Powell - Mr. Powell stated that <br />sealed bids were received and opened on Tuesday, October 6, 1998, for the Lilac Street Trunk <br />Utility Project -Phase 2.
