COUNCIL MINUTES OCTOBER 12, 1998 <br />ADMINISTRATION DEPARTMENT REPORT, DAN TESCH <br />Consideration of Entering Into An Agreement with the Centennial School District for Civic <br />Complex Fiberoptic Network - Mr. Tesch stated that by the summer of 1999, the City of Lino <br />Lakes will be operating from the new civic complex. Part of that complex will be occupied by <br />the Centennial School District Early Childhood Center. Having a school district building within <br />the complex created a unique situation whereby the City potentially has the ability to share in the <br />district's multi-million dollar fiberoptic infrastructure. After a great deal of discussion, the <br />school district agreed to share their excess capacity with the City of Lino Lakes. Initial, as well <br />as on going cost savings to the City will be significant. This arrangement will save the City over <br />$70,000 on the phone system alone. <br />Mr. Tesch referred to the contract which addresses delivery of the system, on-going maintenance, <br />and related miscellaneous costs. Mr. Hawkins has reviewed the document. <br />Mr. Tesch stated this is a tremendous opportunity for the City. The agreement provides for high- <br />speed voice and data transmission, ongoing maintenance, local phone charges that are lower than <br />current costs, and extras such as high speed Internet access. The City's municipal operation will <br />be on the cutting edge of information technology, thanks to this cooperative school district/City <br />partnership. <br />Mr. Tesch noted that another 20/20 Vision goal has been accomplished. <br />Mayor Sullivan stated the agreement will provide a substantial cost savings to the City. The City <br />will have a state of the art system and its own web site. She felt the agreement is very exciting. <br />Mayor Sullivan stated that this agreement and the Youth Resource Officer Contract provides an <br />opportunity for the City to work with the school district. <br />Council Member Neal moved to approve the Fiberoptic Agreement with the Centennial School <br />District, as presented. Council Member Dahl seconded the motion. Motion carried <br />unanimously. <br />Consideration of Utility and Park Supervisors Positions - Mr. Tesch stated that as a result of <br />recent restructuring, it has been determined that additional supervisory positions are necessary <br />within the Public Services Department. Through consultation with Labor Relations Associates, <br />the City has proposed changing two (2) of the current lead positions to supervisory positions. <br />The process through which this change is made is as follows: <br />* Administer proper supervisory training. <br />* Present letters delegating authority to Mr. Mike Hoffman and Mr. Tim <br />Hillesheim. <br />* Prepare position descriptions. <br />* Request release of these two (2) individuals from Local 49, or request unit <br />determination from the Bureau of Mediation Services. <br />6 <br />
