• • • COUNCIL MINUTES OCTOBER 26, 1998 Council Member Bergeson stated the population has tripled in the last 20 years and the City has not lost its character. It is better to live here now with the schools and parks. The Plan will not change the character of the community because it has not changed in the last 20 years. Council Member Lyden wondered how you can tell people that an additional of 1,500 acres of MUSA in 10 years, and another 1,500 acres in 10 more years will not change the character of the community. A point will be reached where this City is another Woodbury and asking for additional taxes to save open space. Council Member Neal moved to pass the draft Comprehensive Plan with reservations that everything noted is straightened out by Mr. Brixius. Council Member Bergeson seconded the motion. Mayor Sullivan stated the Plan is a good plan representative of the City. Not everyone can be satisfied. The Plan was built by the citizens of Lino Lakes. Council Member Bergeson referred to an earlier discussion and asked if a mixed use designation could be the solution to the 79th Street to Main Street on Lake Drive area. Mr. Brixius stated there will be an ultimate concept plan for the Village area that will be reviewed. The sea plan base will be reviewed. The City needs to be clear about the Joyer property on Lake Drive. A performance use plan is better than a mixed use plan. Council Member Bergeson moved to approve an amendment to designate the area of 79th Street to Main Street, on the west side of Lake Drive, a performance zoning use. Council Member Neal seconded the motion. Motion carried with Council Member Lyden and Council Member Dahl voting no. Council Member Lyden stated he voted no to the amendment because it leaves the door open for neighborhood businesses. There are many homes in that area. Council Member Neal noted the survey indicated 500 cars per hour go by there already. Council Member Dahl stated she agrees with Council Member Lyden. She indicated she would like to discuss the issue at a work session. Mayor Sullivan stated she was disappointed that it was not discussed before the vote was taken. Council Member Bergeson stated the banking of MUSA is an important concept. The reason to have more MUSA has to do with the infill policy. Banking MUSA and combining it with the existing MUSA allows the City to implement its infill policy. A key part of that is banking MUSA. Council Member Lyden read from page 66 of the Plan noting a concern regarding uncontrolled growth. He stated that the MUSA will be even more out of control if the City has more MUSA. Mayor Sullivan stated that is another case of taking information out of context. The Comprehensive Plan Task Force has worked to negotiate.
