• <br />• <br />COUNCIL MINUTES OCTOBER 26, 1998 <br />City meetings and felt Council Member Dahl was treated unfairly at a public meeting. She stated <br />she decided to voice her opinion at the Council meeting because Mayor Sullivan is fair and she <br />would be treated with respect. <br />Council Member Dahl returned at 7:53 p.m. <br />Mr. Don Dunn, 6885 Black Duck Drive, stated the Plan is a good plan for the citizens of Lino <br />Lakes. The Plan meets all aspects of the citizens needs. It is balanced and has a smart growth <br />plan. Growth is going to happen. The choice is to manage growth smartly. Residential growth <br />of 147 units is a down turn from the up turn of commercial growth. He stated 147 units may not <br />support Commercial/Industrial growth. However, the Task Force is willing to try 147 units per <br />year. He stated citizens have to trust their elected officials. He indicated he was disappointed <br />that a Council Member stated you can not trust your elected officials. Lino Lakes is a city that <br />moves forward and responds to citizens needs. This Plan does that. The challenge is to put the <br />Plan into place. He stated he hoped to hear this evening that the Council had come together. <br />There has been plenty of time in the last two (2) years for all groups to come together. He stated <br />he hopes the five (5) officials will vote to approve the Plan. He commended the three (3) that <br />will vote to approve. He urged Council Members Dahl and Lyden to change their minds <br />regarding the Plan. It is a privilege to vote no. It is their duty to vote yes. <br />Ms. Donna Carlson, 6808 East Shadow Lake Drive, expressed concern regarding the plan for <br />every home to be inspected before selling. She asked what will happen if the seller can not <br />afford to have the home inspected. She stated the language regarding this issue has softened but <br />the intent has not changed. She stated the Transportation Plan needs to be changed to indicate <br />1998. She indicated a increase of 25% of rental property is extreme. The multiple family and <br />medium density aspects are extreme. The Council Members were elected because they offered <br />the voters something. One of the Council Members ran on the platform of low density. She <br />stated she has requested a copy of the letter to Anoka County regarding Birch Street three (3) <br />times and still have not seen it. The citizens have not been notified about this issue and have a <br />right to address it. <br />Mayor Sullivan stated staff did work with the County to make sure the study went through. The <br />County had already begun to act on this and a letter was sent from staff. The Councty indicated <br />they did not need a letter from the Council. Council Member Neal did note Ms. Carlson's <br />concern regarding this issue. He stated staff has drafted a letter that Mayor Sullivan will sign this <br />evening. <br />Mr. Art Hawkins, 6102 Centerville, read a statement indicating the most important aspect of the <br />Plan is the population growth. The average occupancy rates during the past 30 years is 3.3. If a <br />similar rate prevails during the next 20 years, the City's population could be almost double the <br />maximum predicted under the moderate growth scenario. He stated the numbers used to support <br />the moderate growth scenario have flaws that need correcting. <br />• Ms. Connie Grundhofer, 235 Linda Avenue, stated Lino Lakes is part of a special environment <br />that is being swallowed up.
