COUNCIL MINUTES NOVEMBER 9,1998 <br />COMMUNITY DEVELOPMENT REPORT, BRIAN WESSEL <br />Comprehensive Land Use Plan, Brian Wessel - Mr. Wessel stated that two (2) weeks ago a <br />three (3) to two (2) vote was obtained on the Comprehensive Plan. A 4/5ths vote is required. An <br />effort is being made to move towards the 4/5 vote by the deadline. Staff has suggestions to be <br />able to obtain the 4/5ths vote for submission to the Metropolitan Council. He stated it is the <br />intent of the staff to work with Council. This item will be addressed at the November 23, 1998, <br />Council meeting. <br />Consideration of SECOND READING, Ordinance No. 09 - 98, Zoning Ordinance Text <br />Amendment Relating to Driveway Width, Mary Kay Wyland - Ms. Wyland stated that this <br />item received its first reading at the October 26, 1998, Council meeting. The Amendment <br />provides the following language: <br />Residential driveways shall not exceed thirty-six feet as measured at the curb line except <br />within a cul-de-sac where they shall not exceed twenty-six feet as measured at the curb line. <br />From the curb line the driveway may increase in width at an angle not less than forty-five <br />degrees. <br />Ms. Wyland indicated that previous language called for a maximum residential driveway of 26 <br />feet at the curb line. Council approved the first reading of the Ordinance unanimously. <br />Council Member Dahl moved to adopt the SECOND READING of Ordinance No. 09 - 98, as <br />presented. Council Member Neal seconded the motion. Motion carried unanimously. <br />Ordinance No. 09 - 98 can be found at the end of these minutes. <br />Consideration of Resolution No. 98 -165, Amending the Original PDO for Behm's Century <br />Farm Development as it Pertains to Air Park Development, Mary Kay Wyland - Ms. <br />Wyland stated the City Attorney has suggested that the processing of a resolution to amend this <br />PDO would be more appropriate then an ordinance revision. Therefore, the attached resolution is <br />being presented for Council consideration. This item was originally approved at the October 26, <br />1998, Council meeting on a unanimous vote. The resolution amends Item 6.4 E. and F. of <br />Article VI of the Declaration of Covenants, Conditions and Restrictions for the Behm's Century <br />Farm Development. The amendment provides for a 3,200 square foot maximum hanger size <br />with a maximum height of 28 feet. These amendments are consistent with the requirements in <br />the adjacent Lino Air Park. All other provisions in the Declaration of Covenants, Conditions and <br />Restrictions shall remain in force. <br />Staff recommended Council adopt Resolution No. 98 - 165. <br />Council Member Bergeson moved to adopt Resolution No. 98 - 165, as presented.
