COUNCIL MINUTES NOVEMBER 23, 1998 <br />Mayor Sullivan reminded those present of the guidelines for audience participation in City <br />Council meetings, emphasizing the need for respectful dialog. <br />OPEN MIKE <br />No one appeared for open mike. <br />Mayor Sullivan noted that a Town Center meeting was held on November 14, 1998. Good <br />progress is being made regarding this project. A more environmentally sound plan is being <br />developed. Residential/commercial development is currently under consideration. <br />ADMINISTRATION DEPARTMENT REPORT, DAVID PECCHIA <br />Consideration of Resolution No. 98 -167, Budget Amendment - This item was tabled upon <br />adoption of the agenda. <br />Consideration of Letter of Support for Gene Peterson, Rice Creek Watershed Board - Mr. <br />Pecchia stated that Mr. Gene Peterson has requested City Council support his for re -appointment <br />as a Rice Creek Watershed District Manager. Anoka County is currently represented by Mr. <br />Peterson, a Circle Pines resident, and Mr. Andy Cardinal of Lino Lakes. Mr. Cardinal has also <br />contacted the City and requested it's support in Mr. Peterson's re -appointment. <br />Council Member Neal asked if a letter regarding this issue was sent to the Anoka County <br />Commissioner, Margaret Langfeld. Mr. Pecchia indicated a letter will be forwarded to the <br />Commissioner. <br />Council Member Lyden moved to forward the letter of support for Mr. Gene Peterson to the Rice <br />Creek Watershed District. Council Member Neal seconded the motion. Motion carried <br />unanimously. <br />PUBLIC SERVICES REPORT, RICK DEGARDNER <br />Consideration of Public Trail Easement, Wenzel Farms - Mr. DeGardner stated on November <br />13, 1998, the Wenzel Farms Townhome Association Board approved the trail easement along the <br />western boundary of the development to provide a trail connection from Snow Owl Lane to Ivy <br />Ridge Lane. The Board also signed the additional eight (8) foot easement along the southern <br />property line that was approved at the November 26, 1996, Council meeting. In exchange for <br />this easement the City has agreed to provide the following: <br />1. Street sweeping of Ivy Ridge Court and Ivy Ridge Lane, where trail easements exist, <br />two (2) times per year with additional sweeping at the discretion of the Public Services <br />Director. <br />2. Trail signage indicating "No Motorized Vehicles Allowed" at both trail entrances. <br />2 <br />
