COUNCIL MINUTES NOVEMBER 23, 1998 <br />Wessel stated he did not know what document Council Member Dahl was referring to. The <br />Metropolitan Council did make a projection regarding build out. The City has scaled back. The <br />Metropolitan Council made the original forecast. He indicated he would have to review the <br />document to comment further. <br />Council Member Dahl stated the document refers to gross acres. The proposed Comprehensive <br />Plan will double or triple those numbers. She asked how many acres specifically are in growth <br />areas. She stated there has been only one healthy discussion regarding compromise on certain <br />issues. This is the second healthy discussion. If more healthy discussions had been held before <br />tonight's meeting they could be further along. She stated that baby boomers homes will become <br />vacant and a place is needed for them. There are homes for sale all over Lino Lakes. The second <br />generation of baby boomers will be coming. She indicated she does not believe houses will sit <br />vacant in Lino Lakes. Younger people will come into the area.. She noted that while on the <br />Comprehensive Plan Task Force from the beginning of the year to almost the end of the year, she <br />continually heard that nothing was concrete. Changes could be made. She agreed with Council <br />Member Lyden that their ideas and suggestions were continually shut down because they came in <br />too late. <br />Mayor Sullivan noted that all ideas and suggestions were reviewed and revisited several times. <br />Council Member Dahl stated she does not believe that the Plan cannot indicate a certain number <br />of homes per year. That was the number one priority when she started on the Task Force. She <br />read a memo to Council dated 11/19/98 regarding the Plan. She asked about the possibility of a <br />one month extension. She stated the Plan has a good foundation. She indicated that before she <br />can vote on the Plan, she needs to see Mr. Brixius's recommendations in the Comprehensive <br />Plan. She stated sending the Plan to the Metropolitan Council with a 3/5 vote is a waste of the <br />Metropolitan Council's time. The Plan needs to be sent to neighboring cities before it is <br />submitted to the Metropolitan Council. <br />Council Member Neal asked about the Comprehensive Plan for the City of Centerville. Ms. <br />Wyland indicated Centerville's Plan has been reviewed by City staff. <br />Mayor Sullivan noted that Mr. Wessel needs onemonth to package and change the Plan. Part of <br />that process is sending the Plan to neighboring cities. <br />Council Member Neal suggested approving the Plan and submitting it. If changes are needed <br />change them later. <br />Council Member Neal moved to forward the proposed Comprehensive Plan to the Metropolitan <br />Council for review and then have the Comprehensive Plan Task Force and Council Members <br />Lyden and Dahl get together with the Metropolitan Council so that Council Members Lyden and <br />Dahl can voice their views and if there is a change in the Plan it can be done immediately. <br />Council Member Bergeson seconded the motion. <br />22 <br />
