COUNCIL MINUTES NOVEMBER 23, 1998 <br />The Planning and Zoning Board recommended approval of this site plan review to allow the <br />relocation of a single family home onto the property at the south/west corner of Birch Street and <br />Centerville Road on a 7-0 vote with following conditions: <br />1. Proper building permits are obtained for all construction and the home is located to as <br />to conform to all City rules and regulations and the Uniform Building Code. <br />2. The applicant connect to City Water, if practical. (A water line exists along Birch <br />Street). <br />3. Prior to occupancy, the following improvements shall be made: <br />a. Reroof <br />b. Re -insulate <br />c. Re -stucco <br />d. Replace windows <br />e. Replace stairway to basement <br />4. An access permit is obtained from Anoka County. <br />Ms. Wyland noted Mr. and Mrs. Houle are present and concurred with the above <br />recommendations. <br />Mayor Sullivan asked if the applicants are aware of the proposed Comprehensive Plan regarding <br />the plans for the property to the east of them. <br />Mr. and Mrs. Houle, 707 Harriet in Shoreview, came forward and indicated they are aware of the <br />plans in the proposed Comprehensive Plan. Ms. Houle stated her only concern is it would be <br />much easier to have the garage in before the house. That way, the garage can be used for tools <br />for the house. Currently, the poles for the pole barn have to go in the cement block after the <br />house is moved. <br />Ms. Wyland stated there is no hardship to the land. A variance could not be obtained. The house <br />needs to be moved and then the accessory building (pole barn) can be constructed. <br />Mayor Sullivan explained five (5) steps need to be met in order to obtain a variance according to <br />State Statute. The City Council cannot change these requirements. <br />Council Member Bergeson stated that the way the house sits on the property the front is on a <br />narrower dimension. He asked if they are not putting the backyard toward Birch. Ms. Houle <br />indicated the backyard will not be facing Birch Street. <br />Council Member Lyden asked if the minimum setback requirements will be met. Ms. Wyland <br />stated the minimum setback required is 40 feet. The City is asking for a 50 foot setback which <br />the applicants have agreed to. <br />4 <br />
