COUNCIL MINUTES DECEMBER 14, 1998 <br />entertained residents in Sunrise Park on Sunday evenings during the months of June and July. <br />On average, approximately 125 adults and children have been coming to these concerts every <br />Sunday. The kids love to listen to the music and play on the playground equipment while mom <br />and dad enjoy the entertainment, visit with friends and neighbors, or munch on a picnic supper. <br />This is the third year that the Fiends of the Parks Foundation has donated the grant proceeds to <br />the Lino Lakes Parks and Recreation Department. <br />Council Member Dahl moved to adopt Resolution No. 98 - 170, as presented. Council Member <br />Neal seconded the motion. Motion carried unanimously. <br />Resolution No. 98 - 170 can be found at the end of these minutes. <br />Consideration of Cleaning Services of City Buildings - Mr. Tesch stated the Public Services <br />Division solicited bids for interior cleaning of City buildings for 1999. This includes cleaning of <br />the existing City Hall, the Police Building, Centennial Fire District Station No. 2, and the Parks <br />and Recreation Building. Sealed bids were opened on November 13, 1998. Two (2) companies <br />submitted bids. All potential bidders were informed of the expected closure of the current Police <br />Building and the current Parks and Recreation Building sometime mid year of 1999. The City <br />reserves the right to terminate any or all described buildings at any time. Monthly amounts were <br />itemized for each building. Bidders must provide proof of liability coverage in the amount of not <br />less than $300,000 per individual and $750,000 per occurrence. <br />Total monthly amounts for the four (4) buildings were submitted as follows: <br />Diamond Cleaning Services $1,208.77 per month <br />Coverall Cleaning Concepts $1,793.00 per month <br />Staff recommended approval of a contract with Diamond Cleaning Services from January 1, <br />through December 31, 1999. Diamond Cleaning Services has provided cleaning services for the <br />City since January, 1997, and has done a good job. <br />Council Member Neal moved to approve the bid and contract with Diamond Cleaning Services. <br />Council Member Lyden seconded the motion. Motion carried unanimously. <br />COMMUNITY DEVELOPMENT REPORT, BRIAN WESSEL <br />SECOND READING, Ordinance No. 15 - 98, Zoning Text Amendment Pertaining to Non - <br />Conforming Structures, Brian Wessel - Mr. Wessel stated this item received its first reading at <br />the November 23, 1998, Council meeting. The amendment would allow alterations to an <br />existing, residential non -conforming structure if "... they will improve the livability thereof, <br />provided they will not increase the number of dwelling units or expand the size or degree of non- <br />conformity of the existing structure". The existing wording of the ordinance would not allow the <br />size of the building or structure to be increased. Staff would maintain that this defeats the intent <br />of the ordinance which is to allow an expansion to improve the livability of the structure. <br />6 <br />
