CITY COUNCIL WORK SESSION JANUARY 6,1999 <br />Dan was directed to contact Dennis Cheesebrow to determine if he would be available to <br />attend an all day goal setting meeting on Saturday, February 6, 1999 at Wargo Nature <br />Center. The same format used in 1998 will be used. <br />DISCUSSION OF MINUTES, KIM SULLIVAN <br />Kim clarified the process for discussion of items on the Consent Agenda. If a Council <br />Member wishes to discuss an item on the consent agenda, that item should be pulled from <br />the consent agenda at the time the agenda is set. Marilyn added if a Council Member <br />would like to reconsider a motion, it must be introduced by a Council Member who voted <br />for the motion and the reconsideration must take place on the same day the vote was <br />taken. <br />Kim noted the minutes policy was discussed at the last work ess' : The ninutes policy <br />was described as follows: 1) every set of minutes is to be d� rl ymarked `DRAFT" until <br />formally approved; 2) "DRAFT" minutes will only be � - s _ =gid t' the members and <br />staff associated with the meeting covered by the "D' ° w b:; 3) if revisions are <br />requested by anyone reviewing the minutes, thosea clearly marked with a <br />strike through/underline so they can be idents •e 1 approval; 4) approved <br />minutes will be clearly labeled "APPROVE. If the minutes are still an issue they must be pulled <br />lyn will note any changes that are made. <br />DISCUSSION <br />TS (INDIVIDUAL SEWAGE TREATMENT SYSTEMS), <br />JOHN POWELL' <br />John explained the City must follow the most restrictive ISTS ordinance. At this time, the <br />Anoka County ISTS is the most restrictive. Since ISTS rules have been changed, he has <br />requested and is awaiting receipt of the Anoka County ISTS. The City will have to <br />change their ISTS Ordinance. A new Ordinance will be developed within the next month <br />or so. <br />The City will communicate the ISTS changes and the new Ordinance to residents via the <br />City newsletter. Staff will also develop a reminder of the three (3) year inspection cycle <br />schedule to residents. <br />2 <br />• <br />• <br />
