• <br />• <br />• <br />CITY COUNCIL WORK SESSION FEBRUARY 17, 1999 <br />PRESERVATION DEVELOPMENT PROGRAM UPDATE, JEFF SMYSER <br />Jeff distributed two (2) handouts. The first was an article titled Beyond Clustering. The <br />second handout was a list of the preservation development process and a summary of the <br />steps involved. He noted the environmental inventory will be done in April, 1999. <br />Jeff reviewed the steps and recommendations that will come out of the new process. He <br />indicated he will begin with the new process next week when meeting with three (3) <br />developers. The developers are aware of the new process and are very interested and <br />willing to be part of the new process. <br />He noted he is working with the Minnesota Land Trust, DNR staff, and City Consultants <br />to help with the new process. <br />CLEARWATER CREEK 3RD ADDITION UPDATE,JEFF SMYSER <br />Jeff stated Mr. Quigley has incorporated staff and City Consultants suggestions to the <br />Clearwater Creek 3rd Addition. The new ideas will be presented at the March 10, 1999, <br />Planning and Zoning Board meeting. The design includes a 4-6 acre passive park. The <br />issue of a larger, active park will hopefully be resolved. <br />Council directed staff to pursue working on this project while trying to find a place for <br />active recreational facilities. <br />Council directed John Powell to gather information regarding proposed wetland <br />legislation changes and report back to Council. <br />LIQUOR ORDINANCE;'; UPDATE, JEFF SMYSER <br />Jeff distributed a handout that listed his recommendations regarding the City's Liquor <br />Ordinance. He indicated the final report will be completed and presented to Council in <br />the near future. <br />REGULAR AGENDA, FEBRUARY 22, 1999 <br />Item 2A, Mayor Sullivan's State of the City - This item was removed from the regular <br />agenda. <br />Item 3C, Consideration of Annual Board Appointments - This item was removed from <br />the regular agenda. <br />
