• COUNCIL MINUTES MARCH 22, 1999 7. The parking area shall be paved with a bituminous material and concrete curb and gutter provided around its perimeter and the access drive. 8. Roof top heating and ventilating units shall blend with the exterior of the building. 9. Final building, lighting and landscaping plans shall be subject to the review and approval of City Staff including the Building Inspector, CPTED Officer and City Forester. 10. A signage plan shall be submitted to City Staff for their review and approval prior to issuance of any sign permits. 11. Permits shall be obtained from the Rick Creek Watershed District prior to any site work. 12. There will be no outdoor storage allowed. Council Member Neal seconded the motion. He stated the City has developed a process to combine development and protect the lands natural resources. He stated he is an advocate of the process. Mr. Apfelbaum stated Mr. Quigly, Developer for Clearwater Creek, has worked together with the City to develop a plan that protects the land and allows for more open space. He showed the first plan from the developer and compared it to the final plan, noting the changes. He stated the new process is a win/win situation for the community and the developer. He advised that the plan is not a perfect plan and refinements can be made.
