This is a new reporting structure for the building inspections group. They saw a <br />significant increase in their work level this last year due to the storms. This <br />department has serviced an average of 270 residential permits per year alone <br />between 1990 and 1998. Over that same period of time, we averaged 2-3 <br />commercial , 2 institutional and 4 industrial permits per year. In 1998, 229 <br />residential permits were issued. Building permits are very important to this city <br />because they represent revenue. As the property value and number of homes <br />increases, so does our revenue. As we begin to slow development in the city, our <br />revenue will also slow. This is a consequence of slower growth that will have to <br />be planned for. <br />The Police Department will be the first to move into the new city hall this year. <br />The department was recognized with a special award from the Federal Emergency <br />Management Agency in 1998 for their excellent emergency planning efforts. <br />Although the emergency event which was staged dealt with fictitious issues at the <br />prison, those emergency management skills were practiced up when the. tornado . <br />and subsequent storm hit the cities last spring. Our department was instrumental <br />in establishing a county -wide records management system which will aid in <br />identification of criminal suspects. Other successes include expansion of the <br />DARE program into the middle school. The Community Service Officer positions <br />have been restructured, so that we now have a FT officer assigned as the Crime <br />Prevention Coordinator, and the CSO position is a succession planning tool for the <br />department. <br />14 <br />• <br />• <br />• <br />
