CITY COUNCIL WORK SESSION JULY 21, 1999 When a project is contracted, the site is turned over to the contractor. The City must be careful to not violate the contract and to take on any liability. A meeting with the contractor is scheduled for tomorrow to assign the responsibility of making residents aware of the project. Council suggested giving residents weekly updates on the project. The Council also suggested that letters be sent to residents and businesses along the Lake Drive corridor where construction is ongoing. Mr. Powell will continue to manage the project and all complaints should be directed to Mr. Powell. Staff noted an article regarding the project and traffic congestion would be in the Quad Press next week. It is also anticipated that Main Street will be restored and open prior to Hay Days in September. DISCUSS CIVIC COMPLEX PLAQUE, MARY ALICE D, Staff distributed a draft of the inscription to be placed on a s;w u rthe Civic Complex. Council noted that all names in the proposed a cript were not listed alphabetically. Staff was directed to order the plaque nscription for the Civic Complex. The grand opening of the Civi e ill 'e held September 18, 1999. A VFW honor guard will raise the flag. COMPREHENS UPDATE, JEFF SMYSER A meeting was heli ::`: e Metropolitan Council to determine if everything needed for the submission of th ' omprehensive Plan is completed. At this time, the only piece needed for a complete submission is a determination of how much MUSA the City will request. It was noted that the Council had already agreed to a 1.125% MUSA overage with the stipulation that it is to be allocated between the different types of MUSA. Council Member Lyden distributed the following list of items relating to the Comprehensive Plan: 1. No additional MUSA for residential use through 2020. 2. Five (5) acre parcels for single family homes will be included in the plan. 2
