The recent letters from these agencies are the basis <br />for staff's current recommendation regarding the easement vacation. Staff requested an <br />opportunity to review the new information prior to the City making a decision on this <br />matter. <br />Staff recommended this item be continued until the September 13, 1999, City Council <br />meeting. <br />Ms. Elizabeth Melton, 2150 Otter Lake Drive, came forward and distributed a letter that <br />outlined her request of the easement vacation and the reasons why the vacation should be <br />granted. She stated the hockey rink does not interfere with the City's drainage easement. <br />The existing pond allows for adequate water storage, as required in the developer's <br />agreement. Ms. Melton distributed pictures of the pond to Council Members. <br />Staff noted that an easement is needed for water storage based on the approved grading <br />plan. <br />Ms. Julie Schwartz, 2140 Otter Lake Drive, came forward and state <br />easement is for excess water storage. Staff will also request Council implement the <br />guidelines of the report and incorporate the study into future developments. <br />Council suggested staff hold an information meeting for citizens regarding this report and <br />continue holding meetings at the study proceeds. The Council also suggested a fact sheet <br />regarding this project be developed to send out to residents, as needed and to have <br />available at City Hall. <br />
