BRIAN WV ESSI L <br />Consideration of Livable Communities Demonstration Account Contract with Calthorpe <br />Associates and Gibbs Planning Group - Mary Alice Divine - In November of 1998, the <br />Council approved a contract with Calthorpe Associates of Berkeley. California to begin work on <br />refining the master plan for The Village as a demonstration of a pedestrian oriented, nixed use <br />development. <br />During the first stage of planning it became evident that the shopping center needed the same <br />level of planning detail to maximize the economic development potential of the Lino Lakes <br />Town Center. <br />A revised contract is necessary to reflect the increase in scope to include the master plan and <br />design standards for the shopping center site. In addition, Calthorpe Associates has <br />recommended the City hire Gibbs Planning Group, specialists in retail development and new <br />town planning., to perform a market analysis and design review for retail development. Ap agement plan was required as a condition of <br />approval for the plan. The dques ,ng that the new management plan replace the <br />minimal plan that was apprr*� + :r lu 1999. <br />The new plan includes ecified areas of the project. The text. of the document lists <br />specific management ;:t., 1- and describes which activities are to occur in the mapped areas. <br />- As the restoration work ntinues, the developer's consultant may prepare additional, more <br />detailed work plans for some of the areas. <br />The developer, at the developer's expense will conduct a listed management activities. The costs <br />are included in the financial guarantees as part of the development agreement, just as road and <br />utility work is backed by financial guarantees. The development agreement will include the open <br />space plan as an attachment. <br />Staff noted the open space management plan is <br />Environmental Plan, currently in draft form. <br />good plan and fits in well with the <br />Council expressed concern regarding the impact of native seeding on homeowners' manicured <br />lawns.
