COUNCIL MINUTES NOVEMBER 22, 1999 <br />Mayor Sullivan reminded those present of the guidelines for audience participation in City <br />Council meetings, emphasizing the need for respectful dialog. <br />OPEN MIKE <br />Mayor Sullivan stated she and the City Clerk attended the League of Minnesota's Policy <br />Adoption Conference last week. The League of Minnesota Cities will be addressing the <br />legislature regarding issues such as sales tax, TIF issues, and disseminating information to <br />citizens. The City Clerk has been actively researching internet publication possibilities and its <br />cost savings. <br />EDAC will be meeting tomorrow morning at 7:00 a.m. EDAC works directly with the Economic <br />Development Department to set up five (5) year goals. In the past five -(5) years, the City has had <br />a $45 million dollar increase in commercial dollars. EDAC will be setting up a new five -(5) year <br />plan. Anyone that is interested in working on the plan can attend tomorrow's meeting. <br />Mayor Sullivan stated that the paper last week incorrectly reported tha <br />County Park would be motorized. The City will not be purchasing <br />ton o. 99 — 118 will amend the election budget <br />putting the dollars back into the General Fund. <br />The 2000 Elections bu 1 amended in 2000 for the purchase of the voting machines. <br />Council Member Neal ed to adopt Resolution No. 99 — 188, as presented. Council Member <br />Dahl seconded the motion. Motion carried unanimously. <br />Resolution No. 99 - 118 can be found at the end of these minutes. <br />Consideration of Resolution No. 99 -120, Approving Application for Lawful Gambling <br />Exemption Permit to allow Raffles and Tipboards for the Lino Lakes Club International <br />(3/5 Vote Required), Ry-Chel Gaustad — Staff advised Ms. Pat York has requested <br />authorization to conduct raffles and Tipboards at the VFW Post 6583 on Saturday, January 15, <br />2000, 3:00 p.m. to 6:00 p.m. <br />Resolution No. 99 — 120 approves the application for lawful gambling exemption permit to allow <br />raffles and tipboards on January 15, 2000, for the Lino Lakes Lions Club International. <br />2 <br />
