The memo <br />discussed. Staff reviewed the option <br />been included. The memo alsoi <br />Mallard Lane options. <br />Staff advised a mee <br />held last spring to <br />longer want a trail <br />ail situation at Reshanau <br />that have previously been <br />mmary from the City Attorney has <br />sources for the Black Duck Drive and <br />oun Members and the Homeowners Association was <br />on. The Homeowners Association has indicated they no <br />lack Duck Drive unless the Mallard Lane option is pursued. <br />Mr. Frank Palcher came forward and stated he is the property owner most affected by the <br />trail. He stated his living room is adjacent to the trail. The homes are not very far apart <br />and are not designed for a trail. He advised that a letter was submitted from his attorney <br />last spring stating his position. He added he feels he has been very cooperative regarding <br />the situation. <br />Council directed staff to distribute a copy of the letter from Mr. Palcher to Council <br />Members. Council also requested a copy of the minutes from the meeting between <br />Council Members and the Homeowners Association. <br />Mr. Tom Shafer, Board Member of the Homeowners Association, stated the following <br />three (3) items must be satisfied for the Association to support a public trail: <br />1.
