The <br />City portion of the funding to complete the trail has been set aside. Staff requested <br />direction on how to proceed. <br />Council Member O'Donnell noted he could not be involved in discussions regarding the <br />trail if the Homeowner's Association property is affected. <br />Staff recommended the Mallard Lane trail is pursued as opposed to the Black Duck Drive <br />trail. However, staff advised developing the Mallard Lane trail is not the highest priority <br />of use of the funds. <br />Council Member Carlson expressed concern regarding the safety of children. She stated <br />she does not support a fence. She stated more discussion is needed. She requested the <br />plan for the area from Anoka County. She also requested copies of letters that have been <br />received from area residents. <br />Mayor Bergeson advised the City support the concept of the Mall rail and can <br />partially fund it. The City has the following options: <br />1. Complete the funding for the trail. <br />2. Fund the trail in a future year. <br />3. He stated he would cooperate to pursue the Mallard <br />Lane trail. <br />Mayor Bergeson stated the City could give consideration to complete the Mallard Lane <br />trail in the next budget cycle.
