COUNCIL MINUTES FEBRUARY 14, 2000 <br />Environmental Management Plan Summary, J.P. Houchins, Jeff Schoenbauer and Marty <br />Asleson — Mr. J.P. Houchins, Chair of the Environmental Board, came forward and gave the <br />background to the plan. He noted that five (5) years ago the City did not have a plan. The <br />Environmental Plan was developed a result of the 20/20 Vision. The goal of the plan is to provide <br />awareness and environmental planning within the City. <br />Mr. Houchins continued stating the City worked with consultants and the plan is now completed. The <br />Environmental Board recommends approval and implementation of the plan. The Board believes the <br />plan is very important to the City because of the concern regarding the loss of special characteristics <br />within Lino Lakes. He noted that environmental preservation has real environmental and property <br />value. <br />Mr. Jeff Schoenbauer, Brauer and Associates, came forward and stated the City of Lino Lakes is at a <br />turning point and has the opportunity to do things that are ecologically sound. The plan goes way <br />beyond saving some characteristics of some land. The plan involves preserving characteristics and <br />offers the opportunity to enhance and bring back some natural qualities that have deteriorated over <br />time. He asked how the plan <br />can be accomplished when offering lower cost housing. <br />2 <br />
