•
SPECIAL COUNCIL WORK SESSION MARCH 21, 2000
STADIUM UPDATE, BRIAN WESSEL
Staff advised there will not be a presentation of the stadium plan at the Council work
session March 22, 2000. A meeting was held last week and a sketch was presented to
City staff and Mayor Bergeson.
Staff continued stating Mr. Babacas will be in town on March 29, 2000. It is probable
that he will accuse the City of standing in his way of the project. Staff advised Council
Members and City staff to be aware of what is said to the press.
Staff distributed a copy of the press release regarding the stadium. The press release
indicates a formal application has not yet been made. Therefore, the City hasn't had
anything to respond to.
Staff advised Mr. Vincent will be providing the Council with an update at the Council
work session on March 22, 2000.
COMPREHENSIVE PLAN, BRIAN WESSEL/JEFF SMY KAY
WYLAND
Staff advised that Council had previously requested
the proposed Comprehensive Plan. Staff distr
Members' specific questions.
Staff distributed a list of Changes/
current draft land use map in t
changes and requests incl
proposed changes in de
on regarding parts of
regarding the Council
Draft Land Use Plan based on the
1 The handout included a narrative of the
m property owners. Staff reviewed the
ted the area of change on the map.
Staff reviewed the arding existing commercial/industrial MUSA. Staff
advised residential " (including reserve) was indicated as 402 acres at 1999 -year
end. The amount of , • mmercial/industrial MUSA was indicated as 241 acres at 1999 -
year end. Staff advised the big question relating to the plan is how much MUSA should
be requested.
Staff referred to the handout regarding cluster housing. Cluster housing is a method of
saving land: either for permanent open space and other valued features or for future
development. The draft Plan indicates both types. Staff referred to pages 81-83 of the
draft Plan. Housing lots are made smaller and designed in a compact arrangement. The
remaining land is then preserved, either temporarily or permanently. The number of lots
doesn't change (unless future development is allowed). Less land is developed, more
land is saved.
Mayor Bergeson suggested staff use a different term for one of the types of clustering so
the meaning is clear.
