COUNCIL MINUTES APRIL 10, 2000 <br />preparation of a feasibility report investigating the eastern extension of Apollo Drive from Lake Drive <br />to 77th Street. The report involves the installation of sanitary sewer, watermain, storm sewer, and <br />roadways. These improvements would serve the proposed McDonald's site, the JADT Planned <br />Development Overlay area, and the areas currently zoned Shopping Center. The proposed <br />infrastructure will serve the northeast quadrant of the Town Center Master Plan area. <br />The first portion of the report, which addresses the improvements needed to serve the proposed <br />McDonald's site, will be completed and submitted to the City Council this evening. The remainder of <br />the report, extending to 77th Street, will be prepared when the Town Center Master Plan process is <br />complete. This is necessary to obtain more detail regarding the intensity, location, and orientation of <br />the development sites, and therefore the required public improvements. <br />A key component of the project cost estimate is the cost of acquiring the land necessary for the <br />construction of the improvements. However, the City Attorney has indicated there is an <br />extraordinarily long lead-time associated with appraisals. In order to proceed with the improvements <br />to serve the McDonald's site in a timely manner, the City Attorney will provide an estimated land cost <br />for incorporation into project cost calculation and assessment estimate £a. indicated this is an <br />acceptable method of proceeding with the public improvement pro s roject. <br />Council Member Carlson referred to a map and asked if that t ion of road the Council is <br />acting on. <br />Staff advised the request for Council action is the ctio f road to serve the McDonald's only. <br />Further improvement on the road will occ velopment takes place. <br />Council Member Dahl moved to o. 00 — 42, as presented.
