COUNCIL MINUTES APRIL 10, 2000 preparation of a feasibility report investigating the eastern extension of Apollo Drive from Lake Drive to 77th Street. The report involves the installation of sanitary sewer, watermain, storm sewer, and roadways. These improvements would serve the proposed McDonald's site, the JADT Planned Development Overlay area, and the areas currently zoned Shopping Center. The proposed infrastructure will serve the northeast quadrant of the Town Center Master Plan area. The first portion of the report, which addresses the improvements needed to serve the proposed McDonald's site, will be completed and submitted to the City Council this evening. The remainder of the report, extending to 77th Street, will be prepared when the Town Center Master Plan process is complete. This is necessary to obtain more detail regarding the intensity, location, and orientation of the development sites, and therefore the required public improvements. A key component of the project cost estimate is the cost of acquiring the land necessary for the construction of the improvements. However, the City Attorney has indicated there is an extraordinarily long lead-time associated with appraisals. In order to proceed with the improvements to serve the McDonald's site in a timely manner, the City Attorney will provide an estimated land cost for incorporation into project cost calculation and assessment estimate £a. indicated this is an acceptable method of proceeding with the public improvement pro s roject.
