Mr. Ron Batty, Consultant, came forward and reviewed the following points relating to <br />tax abatement: <br />• recent alternative to TIF <br />• is actually a rebate <br />• can be used for almost any project <br />• commercial is a common use <br />• limited to 5% levy or $100,000 per year <br />• each jurisdiction has veto over its share <br />• new or existing taxes can be rebated <br />• maximum of 15 years (10 if all three in) <br />• schools are unlikely to participate <br />-loss of state aid means tax increase <br />• G.O. Abatement bonds can be utilized <br />Mr. Batty distributed a handout detailing information relating to tax a ment. <br />ORDINANCE UPDATE, MILO BENNETT <br />Staff advised it has been many years since the Open Bu g m e'has been updated <br />in Lino Lakes. When these fees <br />were put into effect, the number of permits decreased. However, Circle <br />Pines does provide chipping once or twice a year for the residents. <br />Staff noted both Centerville and Circle Pines have adopted the ordinance that is being <br />proposed. <br />Council Member Dahl inquired about the cost involved with issuing permits. Staff <br />advised issuing permits involves about 15 minutes of staff time. If the Department goes <br />out to a residence, the cost is approximately $100. <br />Council Member Dahl asked if the Department has received complaints about fires in the <br />4:00 p.m. to 3:00 a.m. time frame.
