" COUNCIL MINUTES AUGUST 28, 2000 Blue Bill Ponds, Final Plat Consideration (3/5 Vote Required), Jeff Smyser — Staff advised the City Council approved the preliminary plat for Bluebill Ponds on July 10, 2000. The submitted final plat conforms to the approved preliminary plat. The conditions of approval will be covered by plan revisions or the development agreement. Staff advised there is an outstanding issue with the title information. Staff recommended the Council table this item until that issue is resolved. Council Member O'Donnell moved to continue Blue Bill Ponds, Final Plat Consideration, to the September 11, 2000, Council meeting. Council Member Reinert seconded the motion. Motion carried unanimously. PUBLIC HEARING, Main Street Trunk Utilities (3/5 Vote Required), John Powell — Staff advised this feasibility report was prepared in response to a petition from the Bluebill Ponds subdivision. The Main Street Trunk Utilities project involves the ext • n of trunk sanitary sewer ck Trail to serve Bluebill and watermain along Main Street from just west of Nancy Drive to Ponds. On July 24, 2000, the City Council received the feasibilj for a public hearing. The only change to the feasibility repo construction. Council Member Reinert asked if the City is missing an opportunity to extend City sewer and water further by stopping at Wood Duck Trail. Staff advised extension to Bluebill Lane would likely occur in response to a petition. Staff advised they do not believe an opportunity is being missed. The City must keep in mind the impact to the trunk fund. Utilities can be extended in the future. Mayor Bergeson stated there are lots on the south side that do not want City sewer. He asked if the City will stub under Main Street for those homes. Staff advised the City will stub to existing homes. 13
