CITY COUNCIL WORK SESSION SEPTEMBER 6, 2000 <br />Council Member Dahl asked if a variance is needed if the trail is vacated. The City <br />Planner advised a variance will not be needed. <br />Mayor Bergeson inquired about the cost of the vacation. The City Engineer advised the <br />legal cost is minimal. Staff time should be charged to the developer and the developer <br />should reimburse the City for the trail installation. Historically, the City has not charged <br />for the property. <br />Staff advised someone else should be responsible for restoration of the land. <br />Mr. Petronack advised he will split the cost with the neighbors to restore the land. <br />Council Member O'Donnell stated he is in favor of vacating the easement. He stated the <br />City needs a tool to better document these types of things. <br />Mayor Bergeson stated that normally a developer should do w a4,, they they are going <br />to do. It then become a legal issue between the developer th om wner. He stated <br />that in this case he is not sure who would be using the tr ' ance .would have to <br />maintain it. <br />Council directed staff to proceed with vacating t ement. <br />OAK WILT UPDATE, MARTY ASLES <br />Staff advised two (2) years ago the <br />time it was believed that the City <br />was not a real problem last ye <br />Wilt as last year. The City <br />increase in Oak Wilt this <br />City needs to come u with a <br />of trees due to a major storm. At that <br />of more trees due to Oak Wilt. Oak Wilt <br />is year there is four (4) times as much Oak <br />for state aid for tree removal. There is a huge <br />111 be a financial burden to many residents. No response has <br />been received. Anoka and Ramsey County are having a meeting September 7, 2000. <br />Staff noted the City Engineer will be attending the meeting. <br />Mayor Bergeson stated the County spent $1 million dollars on Birch Street and basically <br />the City has the same road it had before. It seems that the City shot itself in the foot <br />regarding this project. The project became a political issue. The City is now stuck with <br />the road for 15 years.
