COUNCIL MINUTES SEPTEMBER 25, 2000 <br />Council Member O'Donnell seconded the motion. Motion carried unanimously. <br />Resolution No. 00 — 79, Authorizing Application for the Livable Communities Demonstration <br />Program (3/5 Vote Required), Mary Alice Divine — Staff advised that as part of the City's <br />participation in the Minnesota Livable Communities Act, funds are available to cities to promote the <br />purposes of the Act. In 1997 the Lino Lakes City Council applied for planning funds through the <br />Livable Communities Demonstration Account for the creation of compact, efficient, mixed use <br />development. The City received $220,00 in funds to hire Calthorpe Associates - a firm specializing in <br />Traditional Neighborhood Development — to complete a master plan and design standards for the <br />Town Center. <br />This year, a total of $6.9 million in funds will be given to communities for planning and <br />implementation of projects that meet the goals of Livable Communities. Projects receiving <br />consideration must meet certain criteria, including compact development, a mix of uses, diverse <br />housing opportunities, transit improvements, and linkages to surround' eighborhoods and <br />employment. <br />This year the City is asking for $1.5 million in funding to be <br />The Village. At the <br />last Council work session there was a discussion regarding using the funds for land acquisition and <br />having the developers put in the infrastructure. The City Council has not yet decided how the funds <br />will be used. The Metropolitan Council is only interested in the fact that the funds will be used for <br />implementation. Staff will be working with the Metropolitan Council to work out details. <br />Council Member Carlson stated the Livable Communities Demonstration application had to be turned <br />in by last Friday. She stated the resolution will not be approved until this evening. Staff advised the <br />resolution is part of the application.
