CITY COUNCIL WORK SESSION NOVEMBER 8, 2000 Council Member Carlson inquired about any impact on the grant application. Staff advised they do not believe the conventional development on the north side will have any impact on the grant application, which was for The Village site Mayor Bergeson advised he called the chair of the committee regarding the clarification letter sent to the Metropolitan Council. He advised the committee that the letter is not an indication of the City moving away from the project. Mayor Bergeson continued stating the conventional development may be an opportunity to get a particular retailer into the community. That opportunity does not come around very often. He stated he feels the City should try to work with them. Council Member Dahl asked if the developer will comply to some of the design standards. Staff advised the design standards create something totally different from this proposed concept plan. The design standards do not fit the project.;e core of a Traditional Neighborhood Development will be gone. Council Member O'Donnell inquired about the opportun' to ot x`ay with the design standards in the southern quadrant. The City Engineer advised the City does not hav design standards. Council Member D Community Develop suggested the City look developer has requested the use of TIF. The or stated the developer has not yet requested TIF. He e possibility of utilizing TIF. Council Member Reinert stated the City should pursue this developer. The standards can be kept in place in the southern quadrant. Council Member Carlson expressed concern regarding residents, truck traffic and accesses. The Community Development Director advised a neighborhood meeting should be held. A buffer would have to be provided. Those issues will have to be addressed. The City Engineer advised staff is exploring the possibility of closing 77th Street and making it a cul-de-sac. That issue will be reviewed after the traffic study is completed. 14
