COUNCIL MINUTES NOVEMBER 13, 2000 <br />1. The minor subdivision shall be as shown on the submitted survey (Sketch and <br />Description received 11/1/00), including easements as required by the Rice Creek <br />Watershed District and the City Engineer. <br />2. Lighting fixtures shall be those listed on the lighting plan dated 9/11/00 and received <br />by the City 11/19/00 except that the Lumark Nit -Watch fixture shall be deleted and <br />replaced with the Kim Lighting Site Wallform fixture. <br />3. Twenty-nine parking spaces shall be striped. <br />4. The precast concrete panels will be Fabcon Wide Rack 3/8" grooves at 3" O.C. with <br />smooth concrete cattail design, or similar design. Decorative concrete block on the <br />office portion of the building shall be either smooth burnished concrete block or rock - <br />face block. <br />5. The applicant shall submit a management plan for t `.lantings at the direction <br />of the City Environmental Specialist. This mana m p1 shall be submitted within <br />six months. <br />6. The issues listed in the November 7, 2000 T iA o must be addressed to the City <br />Engineer's satisfaction before site gra s or a building permit is issued. <br />7. Motion carried unanimously. <br />Consideration of Business Subsidy Agreement for North American Composites (3/5 Vote <br />Required) Mary Alice Divine — Staff advised earlier this evening the Economic Development <br />Authority held a public hearing regarding a proposed $122,250 business subsidy in the form of Tax <br />Increment Financing to North American Composites, a subsidiary of Interplastic Corporation, for the <br />construction of a 25,000 square foot distribution facility in the Apollo Business Center. State Statute <br />requires that a public entity — in this case the EDA — must find that the granting of a subsidy meets the <br />7 <br />
