COUNCIL MINUTES MARCH 12, 2001 <br />Mayor Bergeson clarified that approval of the report does not indicate approval of the project. <br />Council Member Reinert asked if there is any liability for the Council in receiving the report as to the <br />layout of the plan that are in the study. City Engineer Powell advised the developer requested <br />information on how to service the area. The City is not directing or approving a specific plan by <br />approving the report. The City is only providing information on how the utility service can be <br />provided to that area. <br />Council Member Reinert moved to adopt Resolution No. 01 — 40, Receiving the Feasibility Study for <br />the Saddle Club Utility and Street Improvements. Council Member O'Donnell seconded the motion. <br />Motion carried unanimously. <br />Resolution No. 01 — 40 can be found in the City Clerk's office. <br />Resolution No. 01— 41, Order Preparation of a Feasibility Study for the 21st Avenue Street and <br />Utility Improvements, (4/5 Vote Required), John Powell — City Engineer Powell advised this <br />project involves the construction of roadway and storm sewer along 2 st e, south on Main <br />Street. 21st Avenue is located along the border between Centervil ;�r'no' :� es and is <br />immediately west of the existing Amoco station. It will provid adway access to the <br />new Dairy Queen on the southeast corner of 21st Avenue/No e : . oulevard. <br />The installation of roadway and storm sewer in thr : a as considered previously. A TKDA <br />study dated January 25, 2998, and revised Febru . _ ' 8, was submitted to the City and evaluated <br />not only storm sewer and streets but also d water service to this area. City staff is re- <br />initiating the public improvements for e reasons: <br />1. The cost info ne in the original study is over three (3) years old and <br />should be u <br />2. The co provements will be recovered through assessments to benefiting <br />properti o Lakes, and through the Joint Powers Agreement with the City of <br />Centervil . We want to provide current cost information to Centerville before <br />proceeding with re -construction of the roadway. We also want to ensure the Statue <br />429 process, including the assessment process, remains intact. <br />3. Ownership of some effected properties in Lino Lakes has changed since 1998. <br />4. Additional detail is available regarding use of the adjoining properties. <br />The Feasibility Study will be received at the April 9, 2001, City Council meeting. Assuming <br />concurrence by the City of Centerville, the construction would take place this spring. <br />Council Member O'Donnell moved to adopt Resolution No. 00 — 41, as presented.
