CITY COUNCIL WORK SESSION APRIL 4, 2001 <br />Council Member Reinert clarified that the School District does pay for the service and the <br />Police Department does have staff available for the position. <br />2001 FEE SCHEDULE, RY-CHEL GAUSTAD <br />City Clerk Gaustad reviewed a draft of the proposed changes to the 2001 Fee Schedule. <br />She noted the fee adjustments that reflect administrative and/or material costs. <br />Council directed staff to send the draft back to each department to make sure the current <br />fees listed are correct. This item will be put on the next Council work session for further <br />review <br />Council Member Carlson noted the Burning Permit Fee is very low compared to <br />neighboring communities. <br />Mayor Bergeson stated he would like to discuss the Garbage H in the future. He <br />stated the Fee Schedule should be reviewed in October of e <br />City Planner Smyser stated the "Tower Application F <br />"Communications Tower Fee". Also, this fee shou <br />and Zoning items. <br />PARK DEDICATION FEE, JEFF SMYS <br />changed to <br />ith the other Planning <br />City Planner Smyser distributed a rethe Park and Trail Dedication Study. <br />He reviewed the recommendatio t e Study and explained the calculation <br />used for the proposed Park Decl <br />Council Member Carlson , 'sed •ncern that smaller developers may not have the <br />funds to pay for a stun to sy ne park impact if they disagree with the City's findings. <br />City Planner Smyser aced he per unit fee has to be based on park needs per State <br />Statute. The City Attorn has reviewed the study and is supportive of the new park <br />dedication fee. He stated the City does not have to have a public hearing. However, staff <br />is recommending a public hearing be held. <br />Council Member Reinert stated he would like a statement regarding a review every five - <br />(5) years be added to the resolution. <br />Council Member Carlson stated the Comprehensive Plan may include a time frame for <br />park dedication fees review. <br />It was the consensus of the City Council that a public hearing regarding the new park <br />dedication fees will be held. Council also asked for a staff recommendation regarding the <br />implementation of the new park dedication fees. This item will be put on the next <br />5 <br />
