• CITY COUNCIL WORK SESSION APRIL 4, 2001 Council directed staff to schedule a closed meeting with the City Attorney and the developer before or after the next Council work session. CIRCLE PINES GAS FRANCHISE, DAVE PECCHIA Chief Pecchia distributed a memo from the City Administrator regarding the second proposal that has been negotiated for the Circle Pines Utilities Franchise Fee. The proposal includes the utility to pay the City an annual amount of money that has been budgeted for two (2) years, then a decreased amount the third year, a further decreased amount in the fourth year, and finally an amount equal to property taxes for a similar size non -municipal utility in the fifth and succeeding years. The proposal would include adding language in the agreement stating that if the City imposes a franchise fee on other utility companies in the future, it could also do so with Circle Pines. The memo also requested Council direction on how to proceed with this issue. Council directed staff to determine the current amount paid t Pines Utilities Franchise Fee. COMPREHENSIVE PLAN UPDATE, DAVE PECCHIA Chief Pecchia distributed a memo from the City Administrator regarding the comments from the Environmental Board on the draft Comprehensive Plan. Council determined a special meeting will be held to review all comments from the City's advisory boards related to the draft Comprehensive Plan.
