• <br />CITY COUNCIL WORK SESSION APRIL 4, 2001 <br />Council directed staff to schedule a closed meeting with the City Attorney and the <br />developer before or after the next Council work session. <br />CIRCLE PINES GAS FRANCHISE, DAVE PECCHIA <br />Chief Pecchia distributed a memo from the City Administrator regarding the second <br />proposal that has been negotiated for the Circle Pines Utilities Franchise Fee. The <br />proposal includes the utility to pay the City an annual amount of money that has been <br />budgeted for two (2) years, then a decreased amount the third year, a further decreased <br />amount in the fourth year, and finally an amount equal to property taxes for a similar size <br />non -municipal utility in the fifth and succeeding years. <br />The proposal would include adding language in the agreement stating that if the City <br />imposes a franchise fee on other utility companies in the future, it could also do so with <br />Circle Pines.
