CITY COUNCIL WORK SESSION MAY 23, 2001 <br />Council Member Carlson asked for assurance that the City will not be asked for more <br />money. <br />Mr. McHale advised the City will not be asked for any additional assistance and <br />documentation indicating that can be provided. <br />City Planner Smyser stated staff needs to figure out a mechanism for the additional pads. <br />Outlots are an option. <br />Mr. McHale stated each additional project will need Council approval as well as approval <br />from Target and Kohls. <br />EAW Overview, Jeff Smyser — City Planner Smyser advised Minnesota state statutes <br />requires environmental review for certain projects. Rules written by the Minnesota <br />environmental <br />innesota <br />Environmental Quality Board (EQB) describe the requirements fo <br />review. If it will not cause <br />such effects, the City makes a "negative declaration" meaning that an EIS is not <br />necessary. If the review process reveals, in the judgment of the City, that the project will <br />cause significant environmental effects, the City makes a "positive declaration" meaning <br />an EIS is necessary. <br />City Planner Smyser reviewed the step-by-step summary of the process in detail noting <br />that 25 copies of the document will be distributed to various state agencies.
