COUNCIL MINUTES JUNE 25, 2001 <br />motion is made unless Council Members have an issue with that. <br />Mayor Bergeson indicated he had read a statement before the last meeting regarding the <br />Comprehensive Plan. He highlighted some of the points from that statement noting that some of the <br />suggested details of the Plan will be addressed in future City ordinances. <br />Council Member Carlson asked for clarification regarding the "first come first serve" statement <br />relating to MUSA and the area east of Arena Acres. <br />Mr. Brixius stated the only way for the City to take applications for development is on a first come <br />first service basis. The City has restrictions and certain features will be necessary before applications <br />are reviewed. He stated he did not mean to imply that the City will take anything or ever type of <br />development as long as there is MUSA. He stated the area near Arena Acres was reviewed and it was <br />determined there was the opportunity to blend in the area if sewer was available. The City can look at <br />greater diversity to better blend the area. He noted the difference between buildable acres compared <br />to gross acres. There are opportunities that the City can use to provities within the City that <br />work. This Council has worked as a team and never <br />intended to do anything that wasn't above board relating to informing all residents of the process. He <br />stated he needs a tool to review development. He stated he is obligated to have a finding of fact to <br />approve or deny any project. The City has nothing right now to do that. He stated he believes that <br />the Plan gives the City that tool to regulate what will happen within the City. He stated he is prepared <br />to support the Plan keeping in mind the numbers that are within the Plan. <br />• Council Member Reinert stated he also appreciates all comments made, although it has been very <br />difficult not to respond.
