• <br />COUNCIL MINUTES JULY 23, 2001 <br />4. Finally, the City Council will consider a business subsidy agreement with <br />Target/Kohl's. Because the business subsidy under consideration is in excess of <br />$100,000, a public hearing is required. <br />Finance Director Rolek advised staff is recommending the actions relating to the Request for Tax <br />Abatement and the Business Subsidy Agreement be tabled until the August 13, 2001, City Council <br />meeting. <br />Mayor Bergeson clarified with the City Attorney that the public hearings can be held together. The <br />City Attorney advised the public hearings can be held together but each item should be voted on <br />separately. <br />Mayor Bergeson opened the public hearing at 7:15 p.m. <br />Mr. Bernie Hess, 1602 Thomas, St. Paul, came forward and stated he <br />lot of background on these types of issues. The project needs to get done before the opportunity does not exist. <br />Mr. John Ceseske, 487 Lois Lane, came forward and stated his concern is the traffic, noise and <br />parking. He stated he also has a hard time subsidizing a big business unless it is offered to all <br />businesses. <br />Council Member Carlson moved to close the public hearing at 7:25 p.m. Council Member Dahl <br />seconded the motion. Motion carried unanimously. <br />Consider Resolution No. 01-104, Business Subsidy Policy (3/5 Vote Required), Al Rolek — <br />Finance Director Rolek advised Resolution No. 01-104 establishes that the City has met the <br />requirements of the business subsidy law and adopts the City of Lino Lakes Business Subsidy Policy. <br />
