COUNCIL MINUTES AUGUST 13, 2001 <br />City Engineer Powell advised a traffic study was prepared for this corridor that included the Village, <br />JADT and McDonald's. He reviewed the results of the study noting where the signal lights will be <br />installed. Another study needs to be done for the northbound ramp to Lake Drive but the County has <br />asked that the City hold off on that. <br />Mr. Palmquist reviewed the conditions of approval for the preliminary plat noting he would prefer the <br />flexibility to allocate three (3) of the signs to the four (4) outlots. He also asked that Outlot B be <br />dedicated to the City. He referred to the ordinance and asked that Item D, Special Provisions, be <br />changed to read"No trailer deliveries between 10:00 p.m. and 7:00 a.m. He stated the reason for the <br />change is the times on the ordinance may cause some concern for the users. <br />Mr. Palmquist continued stating it is probable the development agreement will be worked through but <br />taxes will be affected. The City and residents can not ignore the goods and services and jobs being <br />brought to the community. The City's tax base will increase when the ,.,. tement is done. City Engineer Powell advised that <br />immediately adjacent to the project the City is requiring an escrow for a trail. The concern is <br />maintaining a trail that goes from nowhere to nowhere. The Public Services Director will have to <br />address the whole corridor. The plan does call for a transportation trail. <br />Mayor Bergeson asked if the changes the developer has requested relating to the conditions of <br />approval should be addressed between now and the final plat. Community Development Director <br />Grochala advised he does not see any problem with allowing the developer the flexibility with the <br />monument sign. Staff will review the suggestion of dedicating Outlot B to the City. No Council <br />action is needed relating to that suggestion at this time. There are still concerns with unloading trucks <br />during the specific hours. That requirement is in the current ordinance and can be addressed at the <br />next meeting. <br />8 <br />• <br />
