COUNCIL MINUTES SEPTEMBER 24, 2001 <br />Ms. Deb Grant 7757 Carol Drive, came forward and indicated she is glad a driveway will not be <br />developed behind the development to 77th Street. She stated she is concerned about the right in/right <br />out only access. There is a contractor at the end of the street who uses heavy equipment and he will <br />now have to drive it down Carol and Oak Lane. She stated she does not mind having to go down to <br />79th Street to turn but she does mind the type of vehicles that will be driving down her street. She <br />continued stating the filling of the wetland is also a concern. The water table is currently very high <br />and she is concerned it may go higher with the project. She also asked if wells will be infected when <br />the wetlands are filled in. Flooding is also a big concern. She added that if a type of business like a <br />dry cleaner goes in there will be even more problems due to the chemicals they use. She indicated she <br />did speak with the Health Department and they referred to the Rice Creek Watershed District. The <br />RCWD indicated all the wells are at least 100 feet deep so there should not be any problem. The <br />wells in the area are not 100 feet deep. She asked if the City can guarantee residents won't have <br />flooding or contaminated water. Ryan Companies, Target and the City should be held liable if there <br />is flooding or contaminated water. She noted she is not against Target but the company should have <br />come to the area in a different way and held several neighborhood meetings to discuss these concerns. <br />She stated residents feel like nobody cares about their concerns. <br />Mayor Bergeson advised there are two (2) different types of sewer to ere are regulations <br />regarding what can be put into both types. <br />City Engineer Powell explained the difference between <br />only concern is the sanitary sewer discharges. He referred <br />to the map indicating the location of Outlot C. <br />Mr. Stonebury stated the proposed second access is a concern because of the location of their propane <br />tan, the turning radius and cut -through traffic on their property. He suggested Schwanns may need a <br />gate system for safety and security concerns. Construction access and traffic is also a concern. He <br />noted he his happy to hear there will be no assessments for his client. <br />Mayor Bergeson advised Mr. Stonebury to stay in contact with City staff regarding Schwanns <br />concerns. There may be a joint effort with the City to keep citizens from cutting through the <br />Schwanns property. <br />11 <br />
