The Planning <br />and Zoning Board had recognized there was no solid definition of "extraordinary" times in which <br />Moline Concrete would need to operate the shuttle lift outside the designated times. "Extraordinary" <br />times differ between the company and the homeowners. <br />Councilmember Reinert clarified the time limits would be for the shuttle lift only, not the entire <br />business. <br />15 <br />
