COUNCIL MINUTES OCTOBER 22, 2001 <br />Councilmember Dahl stated screening on the north border would be done as needed and would <br />provide a sound barrier. <br />Mayor Bergeson asked Staff if natural vegetation existed to the west of the property and if so, did it <br />provide enough of a screen. <br />City Planner Smyser clarified there were trees planted along 4th Avenue, approximately 30 to 40 feet <br />apart. <br />Councilmember Dahl stated in her view there did not look like very many trees along 4th Avenue. <br />The amendment presented by Councilmember Carlson was called to question. Motion failed two (2) <br />votes for, and three (3) votes against the amendment. <br />The motion to pass Resolution No. 01-171 was called to question. Moti �ously. <br />Resolution No. 01-161 c.. e City Clerk's office. <br />Mayor Bergeson aske <br />be considered before any other items. <br />Consider Resolution . 01-168, McDonald's Site and Building Plan Review, Michael <br />Grochala — Community Development Director Grochala advised the McDonald's project, located at <br />the southeast corner of the Lake Drive/Apollo Drive intersections, previously received City Council <br />approval on April 26, 1999 in conjunction with the JADT Development Group, LLP., Planned <br />Development Overlay rezoning. A conditional use permit for the McDonald's drive-through was also <br />approved at that time. <br />In conjunction with the Market Place development City Staff recommended changes tot eh <br />McDonald's site plan to improve vehicle circulation and safety along Apollo Drive. These changes <br />included the following: <br />1. Elimination of the right -in only access to McDonald's from Apollo Drive. <br />2. Realignment of the McDonald's service road to create a 90 -degree intersection with the <br />proposed Market Place service road. <br />18 <br />
