COUNCIL MINUTES OCTOBER 22, 2001 <br />City Engineer Powell gave an overview of the project. <br />Councilmember Reinert moved to close the public hearing. Councilmember Dahl seconded the <br />motion. Motion carried unanimously. <br />The public hearing on Bluebill Ponds closed at 9:48 p.m. <br />City Engineer Powell asked that Item H v be moved to Item H ii to accommodate those present in the <br />audience to testify. The City Council agreed to the change. <br />The public hearing on Individual Properties which Requested Connection to City Utilities was opened <br />at 9:52 p.m. <br />Les Jackson, 323 Lilac Lane, came forward to clarify the existence of a petition he signed allowing <br />his property assessment to be included in his property taxes. Motion carrie <br />The public hearing on e • , sessments closed at 9:56 p.m. <br />Consider Resolution °. 01-174, Authorize Participation in Trade -a -Tree Program, Michael <br />Grochala — Community Development Director Grochala advised the program was introduced at the <br />July Environmental Board Meeting. The Board requested a representative from the Twin Cities Tree <br />Trust to come to the September Environmental Board meeting. Sara Smith from the Tree Trust <br />attended the September meeting. <br />Community Development Director Grochala described the program. <br />There have been approximately 103 trees identified in the initial survey performed by the Tree Trust <br />and Xcel Energy. Of these trees, there are several spans of smaller trees that could simply be treated. <br />The estimated cost of stump grinding is about $50 per stump. The City would then be responsible for <br />about $1500 for stump grinding and $60 for chemical control of non -removed stumps. The City has <br />enough money in the Forestry budget for 2002 that is to be used for hazardous tree removal to cover <br />these costs. <br />22 <br />
